Fix .net in VMM 2019
Since we upgraded to VMM 2019 it has been very unstable. Console is constantly crashing with .net errors like:

Get VMM more reliable and stable.
I currently have to work on VMM issues more than my Hyper-v failover cluster setup. The tool you use to manage something shouldn't be more of a hassle than the product you are managing.

permament logging
I would like to have a permanent basic logging. When an issue happens only once or if we don't have a repro scenario, we can not rely on KB2913445 to have it run for weeks or months.
